Developed and produced by Malat, a subsidiary of Israel Aircraft Industries and Tadiran, the Pioneer is a complete system for a remotely piloted reconnaissance and tactical attack system. The system comprises an Elta GCS-2000 ground control station, a portable control station, one or more mobile reception units, a pneumatic launcher rail, recovery nets and between six and eight remotely piloted vehicles each fitted for stabilized reconnaissance package with day./night opics.

In 1985 the Pioneer system beat an American contender, the Pacific Aerosystems Heron 26, in a competitive evaluation to supply the US Navy for use on major surface warships.
